NCAA to implement new rules for 2020 football season

The NCAA Playing Rules Oversight Panel approved Monday a number of rules changes set to be implemented beginning during the 2020 season, a press release announced Tuesday afternoon.

Time Limit on Replay Reviews

Chief among those rules is a new time limit placed on officials to review replays. In an effort to improve the pace of play, officials will have a two-minute time limit to make replay reviews, save for end-of-game issues, during which the officials are encouraged to be efficient but will not have a time limit.

Avoiding Pregame Fights

Game officials' jurisdiction originally began 60 minutes before the kickoff, but it will now be extended back to 90 minutes in an effort to avoid pregame confrontations. In addition, a coach must be present when players on are the field during warmups, and each player must be wearing his number.

This ruling seems to be a direct reaction to the altercation between Kentucky and Virginia Tech before the Belk Bowl.

Post-Ejection Procedure

Players who are ejected during games for targeting can remain near the bench area, instead of being relegated to the locker room. All other aspects of the targeting call remain in place.

Duplicate Numbers

Only two players per team are allowed to wear the same number. This rule was set in place to avoid confusion. The original rule that states no players on the field at the same time can wear the same number and they must play different positions still stand.

This rule also officially makes the number 0 legal to wear.
