Developmental Program. My kids play for the Michigan Wolves which are now known as CSA Wolves (under Columbus Crew). Carmel United (Indiana United now) would be one. Chicago Magic is another in their Division. You have to be approved by the US to be an Academy team.
It is very surprising to see a non-Academy kid obtain a scholarship from an Indiana. Usually the funds aren't there to scout non academy kids, but unfortunately that overlooks some really talented kids who get lost in the shuffle or can't afford the travel associated with Academy play. One of the many screwed up things about youth soccer in the U.S.
